It will be based on the Code of Administrative Offenses of the Russian Federation, Article 12.5, paragraph 3, “Driving a vehicle in the presence of a malfunction or condition that does not allow its operation.” In this case, there is a violation of the Traffic Rules, clause 7.3 of the List of Faults, “Additional elements have been installed or a coating has been applied that limits the view from the driver’s seat.”

How to measure light transmittance

The device is connected to the car’s on-board network through the cigarette lighter, but the driver has every right to refuse this, citing poor condition of the battery or cigarette lighter. Secondly, under no circumstances should measurements be taken in rain or fog, since the glass being measured must be clean and dry, and readings must be measured at three points.

The device must have a seal and a tag indicating that the accuracy of the readings has been checked in a timely manner. If all this is missing, or at least one of the points is violated, there is no need to argue with the inspector, but you need to indicate everything in writing in the protocol. If the driver does not agree with the decision of the traffic police, he has the right to appeal it within 10 days in court. But, as a rule, all issues are resolved on the spot in the traditional way.
